Board meeting – summary notes

The following is a summary of the key issues from a Board meeting held on 18 February 2010

TSA New Regulatory Framework – presentation by Hilary Devereux, Enlighten Consultancy

A presentation was made to the Board on the TSA’s proposed new regulatory framework which will come into force on 1 April 2010. The basis of the framework is to adopt a co-regulatory approach involving residents.

TSA Performance Indicators 2009

The Board reviewed the 2009 TSA published performance indicators for Muir Group and for a number of competitor associations for comparator purposes. In addition proposals for a new performance reporting framework were considered and will be adopted once a sub group of the Board has met to agree the finer details of the proposal.

Housing Services Performance Tracker Report 2009-2010

The Housing Services Performance Tracker Report 2009-2010, showing the performance up to December 2009, was considered and noted.

Development Control

An update on the progress on 2009/10 CME (‘Continuous Market Engagement’) bids was presented.

The Board approved the submission of a grant confirmation for the proposed scheme at Malpas, conditional on the Senior Management Team signing off the detailed project brief

The Board approved the naming of the Tarnbrook scheme in Blackpool as Kersh Court in memory of Les Kersh, former resident Board member and long time supporter of the Association’s work in his capacity as a Councillor with Blackpool Borough Council.

Garage rents

The Board approved a recommendation to an increase in garage and car space rents with effect from April 2010 to £5.50 per week for garage and £4.25 per week for car spaces.

It was noted that the last increase in garage and car space rents was November 2003.

Weaver v London Quadrant

A copy of a NHF briefing on the Weaver v London & Quadrant Housing Trust case had been circulated. The outcome of the case is that whilst housing associations are not public bodies the function of providing social housing is likely to be of a “public nature” for the purposes of the Human Rights Act.

Best Companies

It was reported that the Association has been awarded two star accreditation by Best Companies Ltd and has been included in the Sunday Times Top 100 Best Companies to work for 2010.

Finance & Central Services Report

The Management Accounts for the nine months to December 2009 were reviewed and approved. The capital funding requirements to cover the development programme were reviewed and noted to be in line with requirements.

Housing Services Report

Grounds Maintenance Procurement: a detailed OJEU compliant procurement process was undertaken and grounds maintenance contracts have now been awarded to two new contractors, one in the North and one in the South.

Changes to Regional Governance: it was reported that a group of senior staff and residents recently interviewed two consultants to provide assistance in implementing the new Regional Resident Forums and the Scrutiny panel later in the year. The outcome is that TSI have been selected to provide this service.

Garage Tenancy Agreement: all current garage tenants are to be asked to sign a new revised tenancy agreement.
