Board meeting – summary notes
The following is a summary of the key issues from a Board meeting held on 18 March 2010
Performance Report
The Board reviewed a summary performance indicator report for February 2010. A number of key indicators were highlighted as follows:
Customer Profile: customers for which profile information is held stands at 91%. The target for the end of March is 95% and a concerted effort is being made to achieve this.
% of homes with a valid CP 12 (gas servicing certificate): performance has improved slightly and now stands at 99.4%. Of the homes with a CP12 outstanding appointments have been made in all cases for the work to be completed.
Rent arrears: there has been some improvement in the level of rent arrears.
Development Control
The HCA had confirmed potential 2009/10 National Affordable Housing Programme (NAHP) allocations for schemes at Ellesmere Port; Warrington; Whittlesey and Yaxley. The spend for these schemes must be achieved by 31 March 2010 and the Board gave conditional approval to progress with these schemes.
Annual budget for year ended 31 March 2011
The draft annual budget 2011 was reviewed and approved.
Salary & Benefits review April 2010
A report had been circulated seeking approval to action the recommendations of the Remuneration & Human Resources Committee regarding salary and benefit changes from 1 April 2010. The recommendations were approved.
Corporate Plan 2011
The draft Corporate Plan 2010/11 had been circulated for discussion with the Board. It was agreed that the Chief Executive would review the plan, taking into consideration the comments made by the Board, and present a revised plan to the Board at a future meeting following resident and staff consultation.
Risk appraisal
A review by officers of the Association’s 2010 risk map had been completed and considered by the Audit Committee at its meeting on 4 March 2010.
The Chief Executive highlighted the approach to the review. It was noted that Consultants had completed a comparison exercise between Muir Group’s risk scores and their risk scores for a typical housing association. An Assurance Statement had been issued stating that the risk map is consistent with the Consultant’s view of the current risk profile of the sector and that there are no significant omissions.
Affordable Warmth Strategy
An Affordable Warmth Strategy and action plan has been prepared setting out the Association’s approach to improving the energy efficiency of its homes and tackling fuel poverty. It was resolved to approve the Affordable Warmth Strategy and action plan.
Mortgage rescue syndication, repurchase and flexible tenure policies
A paper had been circulated introducing the HCA’s Mortgage Rescue Syndication initiative aimed at assisting families within the open market sector who are experiencing extreme financial difficulties including potential repossession of their homes. It was resolved that that Association becomes a Mortgage Rescue Syndicate association, for the local authorities Cheshire West and Chester, and Cheshire East.
STATUS Survey Reports 2009
In 2009 the Association carried out a number of STATUS surveys on specific groups including Home Owners, Supported Housing and Floating Support. The resulting reports had been circulated.
TSA Financial Viability Report
The TSA 2009/10 Financial Viability Report had been circulated. The judgement of the TSA is unchanged as: ‘The association meets the expectations set out in the Regulatory Code in terms of financial viability’.
